When e attending, the Invest in Iraq conference in London on April 30, 2009, Iraqi Prime Minister Nuri Al-Maliki opportunity depended on generous offers outside the laws of sovereignty and national interests of any country in order to earn foreign investors who can pay in advance, with the hope of receiving their returns after years of waiting, and with governmental guarantees backed by the iraqi strong reserve. Moreover Al- Maliki depended also on akey person in the coordination of all the iraq investment projects and on one of the main few important ones who held the Iraqi economy and its future through concluding ten- year- contracts, this person is Sami Al-Aaraji who is the Chairman of the Investment Authority in Iraq and linked directly to Nuri Al- Maliki in person. Al- Aaraji did not come to Iraq from abroad, but was a senior official during the rule of President Saddam Hussein in the field of industry and minerals, and was among the few elite close to the presidential palace.
According to information reported by a senior officer in the former Iraqi intelligence living abroad to FATEHOON, Al- Aaraji whom Ahmad Al- Chalabi excluded from the De-Baathification was a vital member of the ABSP and directly related to Iraqi intelligence on the one hand, and to the immediate secretary of Saddam on the one hand. He had as well, large executive authority given him by the Minister of Industry & militray manufacturing, and sometimes receive orders from Saddam in person.
The full name of Al-Aaraji is Sami Rauf Taqi Mahdi Al- arraji. He was contacted directly after the occupation of Iraq via intermediary in connection with Al- Chalabi, who met him the first time at the Palestine Hotel in Baghdad and then issued urgent formal letter recommending excluding him from De-Baathification process in the ninth month of the occupation in 2003.
Al- Chalabi soon included his name in a long list with those who were excluded in the Iraqi governorates like primary, intermediate and secondary teachers so as not to bring eyes to the importance of excluding Al- Aaraji and therby to start preparing him rapidly to be the major command for the economic file side by side with Al- Chalabi, who was deputy prime minister for economic affairs in 2005.
The family, to which Al- Aaraji belongs was one of the well-known Sunni families in Baghdad, before making their decision to move to the Shiite sect, after the U.S. occupation of Iraq.
The source said his wife was the one who reinforced him to enter the inner circle of Saddam Hussein, for she was then having master degree in English and had a permanent relationship with the wife of Saddam, Sajida Tilfah. Mrs Sami was lecturing daughters of Saddam, which had given her a wider margin of family relations with the wife of Saddam who had paid her great attention and treated her hospitably. Mrs Sami openly used to announce her relationship with the powerful House of Saddam in a way to frightening those who she worked with or met.
The source also said that the inspection teams for mass destruction weapons had raided the house of Al- Aaraji at a dawn in 1999 to ferret the relevant documents out after they got reliable information confirming his and his wife deep relation and absolute loyalty to Saddam Hussein.
